I agree the setup described sounds horrible.  I have always seen the water connection elevated.  There is no way to insulate a line from freezing even if it is at ground level so that reasoning is bull.  The worst I've seen is a sewer connection elevated, instead of recessed to catch spillage.

IF there had been a raised lip around the fresh water location to prevent spilled sewage or other items from going down into the hole to where the faucet was (about a foot down), I might not have been so worked up about it. As it was, the sewage connection was elevated an inch or two (I did not measure), with a slight slope inside the ring toward the opening. There was not a spring loaded closure. Nor was there any sort of physical barrier which could prevent spilled sewage from running down into the water connection.

As of now, I have not heard anything back from the Bullett county health department. I think I will resend it and this time CC the state health department.
