I understand the the pod should be leveled primarily using pads or blocks under the wheels and the tongue jack. How much can the stabilizing jacks be used to fine-tune the leveling? I'm not suggesting taking all the load off the wheels, but it seems that the jacks will need to carry some load to get proper side-to-side leveling.

None at all. Stabilizers are for stabilizing. As in lower them to the ground. They are not there to bear weight of the trailer. Snug them up just enough to keep the trailer from jiggling about as someone walks around inside. If you'd like to infinitely fine-tune your side-to-side leveling, a Bal Leveler would likely be best.
