National Geographic listed the 10 cities in the world with the best Christmas Light displays.  Saint Augustine was one of them!  Only 2 cites in the USA made the list.  The other one was in Georgia but I'm sorry to say I don't remember which city it was.  They were not ranked just listed.

Is there a specific area of St. Augustine that tends to "outshine" the rest of the city?

Not really.  There are over 2 million lights in the "down town" or old city that are lit up.  Flagler College and the old hotel, now city hall, are the prettiest though.  Every year they add more lights so it just keeps getting better.  The Bridge of Lions going over to Anastasia Island is all covered in lights.  The reflection on the river really sets it off.

Be prepared for chilly nights in Jan-Feb in St Augustine!  For the last two years, we had frosts
quite a few nights.  Frost on roofs and lower leaves on palmettos frosted off. Florida panhandle has had colder nights than central Minnesota the last few days (early Jan 2012).  Visiting relatives have been surprised how cold it can get during the nights.  Panhandle got down to 22F this last week.  Luckily, I never 'un-winterized' the Pod when I hauled it down from MN.

I have never winterized the Pod.  We hit 32* here for about 1 hour.  Down here a "hard freeze" is 28* for a couple of hours.  I'm about 1 air mile from the ocean and that helps a lot.  Just a couple miles inland it was down to 24* in the morning.

Terry that 24 is colder than it was here this morning in Chicago where the low was 39 degrees at the high school by my house.  Wacky when it's warmer here in January than in northern Florida.
