On a long term stay at improved site.  On provided water.  Noticing fresh water tank is filling. I always empty prior to travel and today it was half full.  The campground water supply is connected to the "city water " connection.  Can one of you explain, PLEASE

It is a stuck check valve. Try disconnecting the city water and using the water pump, cycling it a few times by turning faucets on and off. Hopefully, that will flush out whatever is keeping the valve from closing properly. Reconnect the city water and check to see if that fixes the problem.

Disconnected from park water, added water to fresh tank, opened faucets and cycled water pump.  Drained fresh water tank, reconnect park water and ensured fresh tank remained empty.  No sign that park water is filling fresh water tank.  When draining fresh tank, I saw plastic filings come out, like from a drill in plastic.
Looks like process may have fixed issue.  Thanks Again.

Glad to help. I did not originate the answer, and it has not happened to me so far, but I did file the information away just in case. I'm also glad you were able to get it fixed yourself instead of having to take it to a dealer. That saved a bunch of time and money.

Could this same issue be why my water pump cycles on about every half hour for 4 seconds? I have to turn the pump off at night. and have investigated every possible place there could be a leak.

  Yes. it' a common problem. The pressure is bleeding off back into the FW tank. Then the pump comes on to pressurize the piping again.

Any ideas on a fix? I'm assuming the check valve is in the line to the FW tank, just before the tee fitting that goes to The city water. These are crimp fittings so to redo them to get the valve off would be a pain.

The check valve is in, and part of, the pump. I think it is repairable or replaceable, but I don't have any direct experience with it. Somebody will jump in here with the answer. I'll be waiting because mine is showing similar signs.
