On a 2021 RPod 193 is there a drain valve to drain tank. Does the low point drain drain the whole tank and just not the lines

The low point drains will only drain the water lines in the trailer. The fresh water tank should have a drain plug or valve.

A couple ways to drain all the water out of your FW tank is to either find a steep hill and park with the drain on the low side or to jack up the right side (using a floor jack as close to the wheel as possible) as high as possible.
