There was a recent thread that described a problem that sounds like yours. It turns out that there was a check valve on the water pump that was stuck (city water leaking into the water tank was the symptom). The solution described was to disconnect city water and run the pump to try to clear whatever is blocking the check valve. It sounds like the bypass valve is open.  It is placed in this position when the Pod is winterized and should be closed for normal operation, with all of the other valves open.
