The whole purpose of the bypass system is so you can get anti freeze at the taps without filling the HW tank. The best way to tell is to open the pressure relief valve at the top of the WH.. If you get water/pressure, you know you have water in the tank. Either the pump, or city water has to be hooked up and/or on to build pressure.<br>]]>

Check there. It is a convenient place. It should be a black plastic screw cap.<br>]]>
