While back it seemed common, then not and now back again. Fixing it, to me is a matter of ease of access to the valve. If you are still under warranty, return to dealer.

If no water is coming out of the drain when the flush hose is turned on or can't hear it filling the tank then yes you have a problem with the flush valve or the spray head in the tank. Here is a video on someone that replaced the flush valve on a 178 and there is a lot of videos on replacing the spray head but if you not comfortable doing it yourself you'll have to take it to a dealer and wouldn't doubt it will cost around $200 but that's just a guess?
https://www.youtube.com/watch?v=utltujsIvrw
https://www.youtube.com/results?search_query=replace+black+tank+flush+head

I hooked up the hose however it is not flushing the tank--almost seems to be blocked somehow. Does anyone have this problem??
