Be sure both are turned on, valve handles parallel to the pipes. There should be a third valve which opens and closes a pipe connecting between these two pipes. This is the bypass and should be turned perpendicular to the pipe so that the valve is closed.

Repeated process several times. I would like to check water valves used to winterize associated with hot water heater. It’s a 2020 Rpod model 195. Any ideas where this pair of valves are located? The one for the water pump is under bed (access through storage area behind trap door ) bit the other two??? Thanks for any ideas
