I had this issue last year, I could not clear the valve myself. In the water pump. I tried the ON/OFF method, didn't work for me, the check valve would stick occasionally. A very common problem caused by the check valve in the water pump not sealing. It is sometimes caused by some dirt or sand getting caught in the valve, preventing it from seating. Try disconnecting the city water and cycling the pump several times. This can be done by turning a faucet on and off, making sure that the pump runs each time. If this doesn't clear it the check valve will have to be replaced.
