A bit involved but it may give you a clue. Some power jacks have a built in light with a separate switch. If yours does turn on the light. If the light illuminates the fuse or circuit breaker is good and the connections are not broken. While watching the light press the jack extend/retract button. If the jack fails to operate but the light stays on the jack is defective. If the light goes out there is a bad connection at the battery or fuse or ground. Check and clean all connections including ground as noted by StephenH. If the light never illuminates the fuse/CB is blown or a connection has broken.

It could be there is enough corrosion to prevent a good ground connection. Usually, the grounding is through the three bolts that hold the jack to the frame. You may need to loosen them. For safety sake, do this only when there is no pressure on the jack. Hitching it to the vehicle is probably the easiest way to take the pressure off. Once each bolt is loosened, take a small wire brush and clean around each one so bare metal is visible for the bolt to tighten back down. That will help ensure you get a good ground connection.
