One rv repair person connected the drain hose to the tank and a dump station. The hose had a small hole in it which allowed him to run a snake or stick into the tank and break up the blockage. There are some sites which claim that the blue tank chemicals cause a buildup of a hard calcium type deposit to grow in the tanks and cause blockages. Difficult to remove.

PVC pipe elbow out the bottom front, 90 degrees to the dump tube/valve/outlet. Sticking a hose or snake up from the bottom is the only real/workable answer.
