Great fire starters start with wax and cotton dryer lint. Start with cotton dryer lint, wax and small bathroom paper cups. Melt wax and fill the Dixie cups with cotton dryer lint (full) and add the wax. Let each set until firm (sometimes putting in the freezer to speed up the process). These work everytime, and we always have spares for our camping neighbors who have a hard time lighting their campfires.

We've been saving TP tubes do do this, too.  I've been shoving the dryer lint into a tube after each laundry load.  I'll cap them with wax all at one time.  Just a variation of your idea.
