I want to remove my 110 volt tv, and install a 12 outlet and a 12 volt tv. My question is, can I tap into the closest, most convenient, 12 volt wire in my Rpod and use an inline fuse, or do I need to accomplish this another way?

You won't even need to add a fuse, the line is already fused at the box. TVs draw very little amperage. You will be fine.
