Water pump problem

I have a 2016 RP177 (out of warranty) and my water pump cycles when the faucet is off and there is hot water bleeding into the cold water line also when we hook up to city water it seeps into my fresh water tank. 
What I have researched on line and on the Shurflo website seams to point to the diaphragm and valves in the water pump. 

Has anyone experienced this and what did you find to fix it?

It sounds like the bypass valve is open.  It is placed in this position when the Pod is winterized and should be closed for normal operation, with all of the other valves open.

Thanks WillThrill I have double checked that and the valve is closed so it has to be something else...Help..

There was a recent thread that described a problem that sounds like yours. It turns out that there was a check valve on the water pump that was stuck (city water leaking into the water tank was the symptom). The solution described was to disconnect city water and run the pump to try to clear whatever is blocking the check valve. It would not hurt to clean the filter for the water pump either.
