This is our 1st winter with RPOD. we pay for storing it outside in large parking lot.
We live in Sacramento CA where it can go below freezing.
What should we do to protect it?

I am guessing you are asking this question everywhere you can.. but the answer is, in Sacto, no need to winterize. You will be fine. If you want to set a small heater in the pod set to like 45F.. it won't hurt a thing. But it's not needed.

If you drain the water tank, and hot water tank by taking out the anode - 1 1/16th socket - and open the low point drains, and keep a small heater inside you may be OK.  Could put AF in the sink goosenecks.  If you have an air compressor you could blow out the whole water system at home - 20-30 psi - and then be really sure.  And skip the heater.  Don't forget the batteries.

Have you been to Sacramento? I rode my bike to school year round, in short sleeves.
