Goodyear tire information for my trailer's ST225/75R15 Endurance ST tires at 65 psi has a tire load limit of 2540 lbs. and at 60 psi 2380 lbs. My trailer's tire load pressure is less then 1750 lbs because of the trailer's 3500 lb axle. I don't have a 65 psi pump, can I just inflate to 60 psi safely?

You would only max the pressure if you are near the top end of that 2540 lbs, which you are not.  60 psi is a good/safe pressure for the "D" load gye tires.  That is the pressure (60 psi) we run on "D" load Carlisle Radial Trail HD and have had zero issues with them over the past 3 years.  We purchased Carlisle over goodyear for two reasons:  Carlisle run significantly less in cost and the warranty on Carlisle is 2x as long as goodyear.

I do the same.  A little less than max pressure in a tire with a higher load rating that stock is not unsafe and should be less harsh in the trailer's innards.

Check the label on your RPod. If you have not changed tires for a higher load rating, the tire pressure should be on the label. Go with what it says. If, however, you changed from C to D, go with the sidewall pressure recommendation. On my trailer with LR-D tires, the label specifies 65 PSI. In general 50 PSI for LR-C, 65 PSI for LR-D, and 80 PSI for LR-E.
