My 2013 is leaking clean water, NOT the seal under the seal under the the toilet.  The floor is wet with clean water.

Do I have to remove the toilet to replace the toilet the valve.

Yes, but it's not difficult. There are two studs that come up out of the floor and go through holes in the base of the toilet on either side. Nuts are screwed onto the studs to clamp the toilet down; the nuts are coverd by plastic caps. Just pop the caps off, unscrew the nuts, and the toilet should lift right out. Some people use the opportunity to add flexible hose and a water supply valve to make the rest of the job and future repairs easier.
