After reading about different ways podders have used to secure their spare tire covers, I decided to give it a try and am pleased with the results. Items used were a replacement cover I purchased from Sears.com for $14.99 plus shipping; a grommet installation kit from Sears for $9.99 plus tax; and some 18" bungie cords from Sutherlands for $0.92 plus tax.  I installed the grommets at approx. 2, 4, 8 and 10 o'clock positions. If it last's longer than the original cover (1 trip!), I will be happy.  LOL

My last trip out, to Louisiana, I lost both covers.  My fault too.  I forgot to tie them down.  I like your way of doing better than how I had them.  I already have the grommet kit so I guess I'll have to get me some covers.

Does your tire cover have a drain hole in it?

There is a split on the circumference, the the 2 ends overlapping. I figured that might be for drainage, so I made sure that was on the bottom. I guess it might be there to fit a larger tire also.
