Yes, and no. The drawers will need to come out so you can get to the connections and it will make you feel like a contortionist, but you can change the faucet without removing the sink.

If you have a small child who is mechanically inclined, that also works well.  I used to get my then 10 year old son to help with working in tight places in our sailboat.  He learned a lot and was later able to get a job at a sailing school as a maintenance person from the experience.

After 8 years of putting up with a plastic faucet, the handle broke off on one of the supplies so two years ago a quality faucet was installed.  I did not remove the sink but did make a second trip to the hardware store as I had to get a union to go from pex (r-pod) to the line that came with the new faucet.  For me it was a job that required patience as there was not a whole lot of room to work  (177).  However, now that is in I wonder, "why did I wait so long to replace it" as this one is 100% nicer and sturdier.

We replaced our faucet on our 172, but I took out the sink to do it.  It was impossible to reach behind it and it needed new bedding anyway.  Cut the pex to accommodate for fittings and short supply lines to attach to the faucet.  Converted to a single handle style with a pullout spray hose.  It worked great.
