When campground rules are so specific, why do some owners allow their dogs to be off leash?

Because there are plenty of entitled folks out there that don't believe the rules should apply to them.

Exactly. My dog is never off-leash and I really resent folks who let theirs roam and antagonize mine. Kids too (lol...kidding...sort of..don't drag me).

They are some of the same folks who run their generators all night. Or set up klieg lights and leave them on all night.

I love when your walking on the beach, or where ever, and their dog, comes running full speed at your dog, and they yell, " don't worry, he's friendly" and I used to say, " Mine isn't, and he probably going to tear it apart". My (now deceased) boxer mix wasn't real fond of dogs running at him. He was friendly, but not if approached that way.
