Are risers bolted to the frame or welded on? We have a 2014 r-pod with factory-installed risers and am all confused.

I think they’re all bolted. Mine are.

I finally installed risers on our 177 last year.  After 8 years of dragging our rear stab's it was time to 'upgrade.'  Got the kit from FR, took me about 1 hour using hand tools only, and a couple of good floor jacks to complete the task.

Thanks for responses. 

My axle is in a shop, story pending, one of the guys there said it was welded on which I doubted then and even more now.

The brackets that are used to bolt the axle to the risers are welded onto the axle tube, I suppose it could be its one of those welds that failed.
