how do I know if my water heater is full of water before I turn on either elec or propane?

Turn on your hot water and see if you have a steady flow of water. If it isn't spitting and sputtering it should be full. You can try it both with tank water and the pump and with city water (be sure to use a pressure regulator so you don't burst a hose or fitting).

As you are filling the hot water heater, open the pop off valve on the top of the hot water heater. You will hear and feel the air purge out, then water will start sputtering combined with air, then full stream of water. It is now full of water. Turn off the pop off valve, go inside and open each faucet to purge remaining air. Now you are ready to turn on the hot water heater. The water coming out of the pop off valve will not hurt the water heater, it is designed to handle that flow of water.
