I had a random thought coming back from the lake and on the theory of leaving no stone unturned (at the expense of tossing out a stupid thought), is it possible the brakes on the TV are not working?  That would mean the trailer is providing the braking.  If you've separated the TV from the trailer and know the TV's brakes work forget what I said.

Take it to a auto dealer or RV place.  They should be the experts.

Just in case, have you checked the emergency cable that locks the brakes if the TV and trailer disconnect?
