We had this happen one time at a KOA. We were hooked up to the city water connection and found water coming out of the fresh water fill fitting. This only happened once and we used water hookups since without our tank getting filled. Yes we do use a pressure regulator.

There is a one way valve built into the front of the pump, they sometimes get stuck, or fail. Try cycling your pump on and off a few times, see if that clears it. Disconnect from city water when you do it, so it gets flow..

We had the same problem and took it in to service .. Plastic was stuck on valve keeping it from working.
