the water pump in my 179 cycles on and off in rapid succession (1.5 second intervals) while using water.  Is this normal?

Yes. You can install an accumulator if it bothers you, that will take care of about 90% of it.

What if the pump cycles every 5 seconds when not using the water?

You probably have a leak somewhere.  At that rate it ought to be pretty obvious.

If the pump cycles that often and no leaks are obvious the pump internal check valve is faulty. Sometimes cycling the pump several times by opening and closing a faucet will clear it. If not, the check valve is easily replaced. Three screws and a repair kit from Shurflo.
