You should have a brake controller and you will have to install or have installed. The wiring and capability should be there if you have a tow package with a 7 pin trailer connector. I used a Tekonsha P3 on my 2006 chevy, and Google it if it doesn't seem clear. On my 2006 it was plug and play, not sure about a 98, but interweb will tell you.

I just purchased a 1998 Silverado 1500 with the 5.7 liter motor to replace the 2005 Honda Pilot for towing my 2015 178. The Honda had a brake controller installed, but the Chevy does not...Is it critical to have one installed in the Chevy? I just had the brakes replaced...
