I'm bothering him, trying to get him to move on. Worry I have is my goofy cat has no fear and last time it cost me 400 bucks when he got bit. They are protected in TN, but only if they pose no danger.

I normally let snakes go on about their business.. But up close to the house, if it's dangerous, it goes away.

Heck, we had a 7 foot black snake pretty much living in our garage for a couple years. He was bad about laying in the bottom of the garage door panels, and then getting dumped from 6 feet up onto the concrete floor when we opened the door.. I think about the 20th time that happened, he moved out.

Yikes! That will always get your heart beating fast when you nearly step on any snake because your always worried that its a Copperhead or worse. For me after I calm down if its a non-poison snake I say hello and leave it alone. Unless its in one of my bird boxes and I've had to pry out more then one Black snake out of them, not fun! If its a Copperhead and I find it out in the yard away from my house I tend to just encourage it to move on else where. If it's near the house and I can't easily trap it and move it else where well I hope it had a good life because its coming to an end. My thought is they all preform a good service with preying on rodents, despite a bird egg every now and then.

It's not something a long handled shovel or shotgun couldn't have taken care of?   There are lots of non-venomous snakes around that can do the same job.  
Here we deal with grizzly bears and wolves.  Out on the prairie east of my place we find an occasional rattlesnake.  I have a deal with rattlesnakes, if I don't see them, they don't die. The bull snakes fill in the void for them.
