I am trying to respond to a comment on my thread and I get this:
 Error: Message Not Posted
Spamming is not permitted!
You have exceeded the number of posts permitted in the time span.

Please try again later.
I am not posting multiple posts. What am I doing wrong? Thanks.

What thread was it?  Did you look to see whether your post actually was posted?  I've seen that message when the internet is going really slow.  My message was posted but it didn't look like it was, so I tried again.  I looked... eventually, when the internet was finally ready, and my message was there.

I do have a slow connection and this has happened before. It is frustrating because I have lost the message I had posted. This time, I decided to post here about the issue and, just as you noted, I went back to the thread and my message had postedEmbarrassed.

I get same message at times, when I checked the message did post 99% of the time.
