This solved the problem. It was the faucet aerator. I cleaned it out, and the water is flowing. It was full of crumbly white particles, perhaps calcium deposits. 

I'm still experiencing the low water pressure in the toilet, so I'll try to find if there is a similar filter in the toilet.



There is no "filter".. but there are a few places where the valve could get something stuck in it. I would first turn off the water, disconnect the water line at the base of the valve.
Turn on the water. Fountain? problem with/in the valve.
No fountain? problem with crimped or pinched line.
Troubleshoot either as needed.
