Use the manual control for your brake controller to activate the brakes in an empty parking lot. You will be able to tell if they are working and how well they are working.

I would just go to an empty parking lot dial up the gain and see if the wheels lock up. You'll find out pretty quick if the trailer brakes are working.

Another way to check the brakes is to apply them gently for a few seconds, stop and check the temperature of the drum with your hand or lazer light temp gun.  That way you can check to see if they need adjusting.  One side will be hotter than the other.

We usually go to a LOW traffic dirt/gravel  road and drive about 20-25mph.  We use the brake controller to activate the brakes and the tires should lock up and skid
