Yeah, aside from keeping freshwater stuff away from sewer stuff, the pressure regulator is to protect plumbing fittings in the pod, especially in case of a pressure surge while you're hooked up.  For the black water flush, just check the pressure on the line before you hook it up.  If you can hold on the hose you are probably safe, and there's no pressure buildup in the black water tank.

No, do not use the pressure regulator, or your fresh water hose, for anything sewer related. Keep all your fresh water stuff separate from all your holding tank maintenance stuff. Just carry a plain old garden hose for use at the dump station.

Yes its probably a good idea to pick a regulator up, as not all camp grounds have the same pressure and you don't want to blow out any connections. As for the black water flush, can't help you there, but I'd assume since your already hooked up with the regulator I'd use it when connecting to the black water flush.

Does anyone use a water pressure regulator when hooking up city water to their Rpod?
 
If so, do you also use the regulator when connecting the black water flush?
